Over the past half century the language of human rights has gained such dominance in moral, civic, and ecclesiastical discourse that ethical and social questions are increasingly framed in terms of rights. Yet the vast literature dealing with human and civil rights focuses almost exclusively on the juridical and practical ramifications of rights, rather than the philosophical, moral, and foundational aspects. As a result, the proliferation of rights claims and catalogs has not been accompanied by a reasoned case for the existence of human rights or rational criteria for distinguishing true moral entitlement from spurious claims.
Who Is My Neighbor? makes an original, compelling case for human rights as moral entitlements grounded in the dignity of the human person. Drawing upon insights of Thomistic Personalism, Thomas D. Williams sets forth in clear, vigorous prose the anthropological, philosophical, and theological bases for asserting that the human person must always be loved as an end and never used as a mere means.

Entering the International Decade for Action, Water for Life, 2005~2015, this report looks at the challenge of meeting the MDG target for drinking water and sanitation. Achieving the MDG drinking water and sanitation target poses two major challenges: a rapid pace of urbanization, which requires a major effort even to keep up the current coverage levels; a huge backlog of rural people unserved with basic sanitation and safe drinking water, which calls for an intensive mobilization of resources to reduce the vast coverage gap between urban and rural populations.

台灣地區原住民在傳統文化背景、特殊風俗文化、生活習性與環境上與台灣地區一般民眾有極大的差異，其健康狀況及健康相關行為亦與台灣地區民眾迥異。世界衛生組織呼籲一個國家的健康政策不應只注重全體國民的平均健康指標，制定政策時應該同時考量族群中的健康分佈情形。為瞭解原住民的健康狀況與一般國民之差異，本研究採既有檔案分析法，以民國九十二年全國之原住民為研究對象，在分別取得「全國戶籍資料檔」後、串連「死因資料檔」與「癌症登記檔」，加以彙整分析，以瞭解原住民健康狀況、重要死因等情形，並對年度分析結果加以比較彙整，並與全體國民比較。主要結果摘錄如下： 1. 民國九十二年原住民總死因粗死亡率為每十萬人口753.4人，略低於民國九十年的每十萬人758.1人，高於民國九十一年的每十萬人713.7人。山地鄉的總死因別粗死亡率(每十萬人1032.6人)最高，其次為平地鄉(每十萬人968.3人)，都會區(每十萬人294.8人)則顯著偏低。 2. 民國九十二年原住民粗死亡率之十大死因依序為惡性腫瘤、事故傷害、腦血管疾病、慢性肝病肝硬化、心臟疾病、診斷欠明疾病、糖尿病、呼吸系統疾病、消化系統其他部位疾病、肺炎及流行性感冒。 3. 民國九十二年原住民總死因年齡標準化死亡率為每十萬人958.4人，較民國九十一年的每十萬人901.5人升高，相近於民國九十年的每十萬人960.2人，且高於台灣地區九十二年的每十萬人口575.6人。 4. 在民國九十二年的原住民十大死因當中，除了惡性腫瘤、糖尿病與診斷欠明疾病以外，死因別標準化死亡比皆顯著高於台灣地區至少1.5倍以上。原住民相較於台灣地區之結核病(由九十年的6倍、九十一年的5倍降低至九十二年的4.3倍)與痛風(由九十年的17.6倍、九十一年的12.7倍降低至九十二年的11倍)的標準化死亡比有逐年下降的趨勢。 5. 在重要惡性腫瘤死亡率分析上，民國九十二年原住民胃癌、肺癌、口腔癌死亡率較台灣地區為高，原住民子宮頸癌與肝癌死亡率則低於台灣地區。相較於九十一年，原住民子宮頸癌死亡率大幅下降，其他重要惡性腫瘤皆有上升的趨勢，台灣地區則變動幅度不大。 6. 民國九十二年原住民之未滿一歲嬰兒死亡率高出台灣地區約2.5倍，山地鄉原住民嬰兒死亡率呈現逐年下降趨勢，平地鄉則由九十年的10.88 ‰微降至九十一年的10.10 ‰，九十二年略升高至12.77 ‰，但在都會區則有逐年上升現象。 7. 民國九十二年原住民未滿四周新生兒死亡率高於台灣地區約2.1倍，山地鄉原住民新生兒死亡率九十至九十二年呈現逐年下降現象，平地鄉與都會區新生兒死亡率呈現先微降後升高趨勢。 8. 民國九十二年原住民粗出生率、粗死亡率皆高於台灣地區的全體國民，其人口自然增加率亦高於台灣地區，各地域別之粗出生率有逐年下降的趨勢，粗死亡率方面，都會區漸為增加，而山地鄉與平地鄉呈現「ˇ」的趨勢。 9. 民國九十二年原住民平均餘命，男性為63.8歲，女性為72.5歲，男性原住民平均餘命由九十年的63.3歲提高至九十一年的65.2歲，九十二年則降為63.8歲，女性原住民則由72.8歲微提高至73歲，九十二年稍降為72.5歲，以男性原住民變化的幅度較大。 10. 民國民國九十二年女性原住民標準化死亡率的前三大死因分別為惡性腫瘤、腦血管疾病與心臟疾病，皆顯著高於台灣地區女性。 11. 民國九十年原住民癌症年齡標準化發生率為每十萬人口244.76人，稍低於台灣地區年齡標準化發生率(每十萬人口有261.13人) ，相較於八十八、八十九年，九十年原住民癌症粗發生率及年齡標準化發生率皆較前二年為高，值得注意的是，台灣地區癌症年齡標準化發生率自八十八年至九十年間呈現逐年微增加的現象。 12. 民國九十年原住民癌症發生率普遍較台灣地區人口低，唯胃癌發生率顯著偏高，子宮頸癌亦高於台灣地區，口腔癌在年齡標準化以後發生率亦稍高於台灣地區。 13. 原住民前十大癌症中，以子宮頸癌、乳癌發生率顯著高於前二年，男性原住民以胃癌、結腸及直腸癌發生率較去年明顯提高，女性則以子宮頸癌、乳癌及口腔癌發生率顯著增加。 原住民相關醫療衛生政策之制訂與實施，應確實考量原住民與台灣地區一般民眾健康狀況分布之迥異，以具體提昇原住民之健康狀況，激發健康潛能。原住民的健康專屬網站。http://oliverweb.apc.gov.tw/
